A Rich History

Cely Construction’s story begins in 1948 when five brothers returned home from serving on three continents during World War II. They founded the company on the principles of hard work, faith, discipline and respect – qualities which still set them apart today.

They got their start as Cely Brothers Lumber Co., a lumberyard that performed residential and commercial construction as an extended customer service. As a result, the name changed to Cely Construction and Supply Co. in the 1950s. As the company grew, general contracting took prominence, and the name became Cely Construction Company.

Still a family-owned local company, now on its third generation, Cely is led by second-generation president Sam Cely. Together as a family, they take pride in their South Carolina heritage and look forward to building this community for years to come.

A Legacy of Leadership

Samuel “Sam” Charles Cely

President, Estimator and Project Manager

Since a child, Sam Cely worked at Cely Construction for his father and uncles, the company’s founders, and later assumed leadership of the family business in 1986, continuing a proud second-generation legacy in the construction industry. With more than four decades of experience managing commercial construction projects, Sam’s expertise, leadership, and unwavering work ethic have helped establish Cely Construction as one of the Upstate’s most respected and trusted contractors. He is highly proficient in estimating, business management, construction methods, and he continues to personally oversee a select portfolio of projects each year. Sam’s passion for serving churches and ministries has made Cely Construction a trusted partner for congregations seeking quality craftsmanship and faithful stewardship. Sam holds Unlimited General Contractor’s Licenses in both South Carolina and North Carolina.

Sam studied at Spartanburg Methodist College, Greenville Technical College (Architectural Drawings), and Anderson Baptist College, where he focused on Business Administration. He has served the construction industry through numerous leadership roles, including Past President and National Director of the Professional Construction Estimators Association, Past President of the Piedmont General Contractors Association, Founder and Past Managing Partner of Group Five Investments, Managing Partner of Group Four Investments and President of Cely Properties. He is also a member and donor to dozens of local community organizations. His commitment to serving the community extends beyond construction. Sam has served as Past President of the Greenville Downtown Sertoma Club, Past Board Member of Clemson Extension 4-H, Past Board member of the City of Greenville Storm Water, and member of Trinity United Methodist Church. His heart for ministry and service continues to shape both his personal and professional life.

Outside of work, Sam enjoys spending time with his wife, Mary Parillo Cely, their children and 4 grandchildren, and relaxing at the family farm (in Powdersville,SC) with his two donkeys and cow. He enjoys collecting antique cars, driving tractors, and embracing the simple joys of country life. Above all, Sam is passionate about spreading the love of Christ to all he meets.

 

“Kevin” Hace Talbott

COO, Manager of Projects and Lead Estimator

Kevin Talbott serves as Chief Operating Officer, Lead Estimator and Manager of Projects at Cely Construction, where he is responsible for the strategic direction, growth, and operational success of the company. In his leadership role, Kevin oversees project management, estimating, operations, and client development while providing guidance and mentorship to project managers and estimators. His expertise in negotiation, engineering, preconstruction, budgeting, construction management, estimating, and field operations have made him an invaluable leader and trusted resource for clients and project teams alike.

With more than 16 years of experience in engineering, project management, and construction management, Kevin has successfully led projects across the healthcare, pharmaceutical, religious, industrial, manufacturing, commercial, hospitality, municipal, and specialty chemical markets to name a few. His experience spans every phase of project delivery, from conceptual planning and budgeting through construction and project closeout with unrivaled customer satisfaction.

Kevin graduated with honors from Clemson University with a degree in Chemical and Biomolecular Engineering. Recognized throughout the industry for his exceptional preconstruction expertise, Kevin excels at developing comprehensive budgets, value engineering solutions and turnkey project delivery. His ability to strategically plan projects while balancing cost, schedule, and quality has made him one of the region’s most sought-after professionals. Outside of work, Kevin enjoys spending time with his wife Caroline, son Carter and daughter Cely Grace, playing golf, cheering on all Cleveland Ohio and Clemson sports, and making memories with his family. Whether leading complex construction projects or supporting those around him, Kevin is known for his competitive spirit, strong leadership, and unwavering commitment to excellence.

 

Mary “Caroline” Cely Talbott

CFO, Treasurer and Secretary

Caroline Cely Talbott is the first member of the third generation of the Cely family to play an active role in the continued growth and success of Cely Construction. As Chief Financial Officer, Treasurer, and Secretary, Caroline oversees the company’s financial operations, administration, human resources, safety, and internal business procedures while also remaining actively involved in project management and field operations. Her leadership, dedication, and commitment to excellence have helped position Cely Construction for continued growth while maintaining the family values on which the company was founded.

Having grown up in the construction industry as the granddaughter of Cely Construction co-founder Charles H. Cely and the daughter of President Samuel C. Cely, Caroline has been immersed in the business from an early age. She officially joined the company in 2001 and has served in a variety of roles, giving her a comprehensive understanding of every aspect of the business. Caroline attended Clemson University before earning her Bachelor of Science in Fashion Merchandising from the University of South Carolina in 2007. She now holds an Unlimited General Contractor Licenses in both South Carolina and Georgia and has completed OSHA 30 training and Architectural Plan Reading coursework among other certifications. In recognition of her leadership within the construction industry, she was named National Association of Women in Construction (NAWIC) Member of the Year in 2013 and has served on the organization’s Board of Directors. She is also a past member of CREW (Commercial Real Estate Women), Rotary, Greenville Chamber and the Easley Chamber of Commerce.

Caroline is passionate about building lasting relationships with clients and believes that exceptional service begins by consistently exceeding expectations. Her leadership philosophy is centered on integrity, servant leadership, and ensuring that every decision reflects the long-term success of both Cely Construction and its clients. Outside of work, Caroline enjoys spending time with her husband, their two precious children and dog, traveling with family, being room mom, interior design, playing solitaire, and a love for all animals. Above all, her faith is the foundation of her life.

 

“William” Charles Cely

CINO, Estimator and Project Manager

William Charles Cely represents the third generation of the Cely Construction family and proudly continues the legacy established by his grandfather and carried forward by his father, President Sam Cely. Having been immersed in the construction industry since a young age, William developed a passion for building through years of hands-on experience before officially joining inside the office at Cely Construction. He began his career as a laborer and steadily advanced through the ranks, serving as a Superintendent Assistant, Superintendent, and now as an Estimator, Project Manager, and leader of the company’s Quality Control program.

Having mastered multiple trades in the field, he is able to self-perform electrical work, drywall, and numerous other construction disciplines, giving him a unique understanding of how projects are built from the ground up. In addition to overseeing projects, he leads Cely Construction’s field labor force and manages the company’s tools and equipment, helping ensure that every project is properly staffed, equipped, and executed to the highest standards.

Clients praise William for his exceptional customer service and commitment to quality. His attention to detail and desire to exceed expectations are evident on every project he manages. Throughout his career, he has played a key role in numerous commercial, healthcare, educational, industrial, retail, and ecclesiastical projects, including work for Prisma Health, BMW Spartanburg, Greenville County Schools, Distribution Centers, PT Solutions, St. Michael’s Lutheran Church, and many others throughout the Upstate. His field-first background, combined with his leadership and commitment to quality, allows him to successfully manage projects while maintaining the craftsmanship and integrity that have defined Cely Construction for generations. Outside of work, William enjoys spending time with his wife, Ashton, their twin boys, 2 cats and 2 dogs. He enjoys spending time with them on the family farm and boating at the lake. He has a passion for farming, tractors, dirt bikes, God and all things outdoors. Above all, William is proud to continue the family tradition of serving clients with the same quality, integrity, and Christian values upon which Cely Construction was founded more than 78 years ago.

 

Samuel “Sam” Thompson Jenkins III

Estimator and Project Manager

Samuel Jenkins is the nephew of Cely Construction President Sam Cely and the grandson of one of the company’s founders, giving him deep family roots in the construction industry and a lifelong appreciation for quality craftsmanship and client service. Since joining Cely Construction in 2014, Sam has become a valued Estimator and Project Manager, combining his background in architecture, design, and construction management to deliver creative, practical, and cost-effective solutions for clients across a wide range of markets.

Before joining Cely Construction, Sam owned and operated his own residential design-build firm in Columbia, South Carolina, where he specialized in custom renovations, remodeling, architectural design, and interior design. His entrepreneurial experience, coupled with his background in CAD drafting and design programming, provides clients with the unique ability to visualize projects from concept through construction while balancing aesthetics, functionality, and budget. By studying Architecture at the Savannah College of Art and Design (SCAD), Sam brings both creative vision and technical expertise to every project. Throughout his career at Cely Construction, he has successfully managed projects in the educational, healthcare, commercial, hospitality, multifamily, and religious sectors. He has developed a particular expertise in government and public-sector construction, successfully managing numerous Greenville County Schools projects, ADA accessibility improvements, municipal renovations, and other public facilities where attention to detail, regulatory compliance, and scheduling are essential. His project experience also includes Prisma Health, Greenville Center for Creative Arts, Tupelo Honey Restaurant, Parks Buick GMC, Greenville Zoo, Kitchen Sync, apartment and insurance restoration projects, churches, and numerous commercial renovations throughout the Upstate.

In addition to his construction expertise, Sam remains active in the community through his involvement with the Greenville Chamber of Commerce, the Metropolitan Arts Council Grants Panel, the Greenville County Museum of Art, and Commercial Real Estate Women (CREW). His passion for architecture, design, and the arts allows him to bring a thoughtful, client-focused perspective to every project. His creativity, design expertise, and commitment to serving clients continue to make him a valuable member of the Cely Construction team.

 

“Clint” Wayne Wittner

Estimator and Project Manager

With more than three decades of experience in the construction and electrical industries, Clint Wittner brings a unique blend of leadership, technical expertise, and hands-on project management to Cely Construction. Before joining our team, Clint successfully owned and operated his own electrical contracting company for 15 years, earning a reputation for quality workmanship, exceptional customer service, and operational excellence. He holds multiple professional licenses and certifications, including a Commercial Master Electrical License, South Carolina Commercial Mechanical Contractor’s License, NCCER Electrical Certification, OSHA certifications, and First Aid/CPR credentials. Throughout his career, Clint has successfully managed and delivered complex commercial, healthcare, industrial, military, and aviation projects for organizations including Prisma Health, BMW, Greenville-Spartanburg International Airport, Fluor Corporation, and numerous commercial clients throughout the Southeast. His extensive background spans electrical systems, HVAC, plumbing coordination, facility maintenance, quality control, and large-scale construction management, making him a versatile leader capable of overseeing projects of every size and complexity.

One of Clint’s most notable accomplishments came while serving as Electrical Superintendent and Acting Operations & Maintenance Manager for Fluor in Afghanistan. There he led teams of more than 1,000 multinational electrical personnel supporting U.S. and NATO military installations. He managed preventive maintenance programs for over 4,000 facilities and 20,000 government assets while maintaining exceptional safety and performance standards. His experience leading large teams, implementing safety initiatives, and coordinating mission-critical infrastructure projects has shaped his practical, solutions-oriented approach to construction management. Clint’s greatest strengths extend beyond his technical expertise. He is known for building lasting relationships, mentoring those around him, and approaching every project with humility, integrity, and a genuine desire to serve others. The kind of person who quickly becomes a trusted friend, Clint is always willing to lend a helping hand and is recognized by coworkers and clients alike for his generosity, loyalty, and servant-hearted leadership. Outside of work, Clint is a licensed pilot who enjoys spending time with his family and dogs, camping, relaxing at the lake, dancing, cooking and making memories outdoors. His combination of technical knowledge, leadership experience, and unwavering commitment to people makes him an invaluable asset to every project and every client he serves.

 

“Justin” William Martin

Estimator and Project Manager

With more than 15 years of experience in the construction industry, Justin Martin brings extensive expertise in pre-engineered metal buildings, estimating, and project management to Cely Construction. Justin began his career with Cely in 2009, working as a carpenter and superintendent, where he developed a strong foundation in field operations and construction management. While continuing to work with the company, he attended Clemson University, graduating at the top of his class with a Bachelor of Science in Construction Science and Management and a minor in Business.

Since becoming a Project Manager and Estimator, Justin has successfully managed and delivered millions in construction projects, specializing in negotiated, private, industrial, commercial, and pre-engineered metal building projects. He holds numerous industry certifications, including Butler Pre-Engineered Building Dealer Certification, Advance Metal Building NXT Software Certification, Associate Constructor (AC) certification through the American Institute of Constructors, and OSHA 30 certifications to name a few.

Justin is highly involved with the Associated Builders and Contractors (ABC) of the Carolinas, where he has served as Chair of the Upstate Council, is an active ABC PAC member, and proudly serves as the Clemson University Liaison for the ABC Student Chapter. His commitment to developing future construction professionals reflects his passion for strengthening the industry and investing in the next generation of builders. Outside of work, Justin enjoys spending time with his wife and precious son, Maverick, golfing, cheering on the Atlanta Braves, supporting all things Clemson, and making memories with his family and his dogs. His mother Patty also works here at Cely Construction.

 

William “Kyle” Murphy

Estimator, Project Manager and Superintendent

With more than a decade of experience in the construction industry, Kyle Murphy brings a well-rounded background in project management, estimating, and field supervision to Cely Construction. Since joining the company in 2012, Kyle has successfully managed a wide range of commercial, educational, healthcare, hospitality and industrial construction projects, earning a reputation for his commitment to delivering quality results.

A graduate of Clemson University with a Bachelor of Science in Civil Engineering and an emphasis in Construction, Kyle combines technical knowledge with practical field experience. His experience includes managing and supervising more than 80 projects for Greenville County Schools, multiple Greenville-Spartanburg International Airport hangar renovations, numerous healthcare facilities, manufacturing renovations, educational facilities, and commercial tenant upfits to name a few. His broad project portfolio allows him to effectively navigate complex construction challenges while maintaining strong relationships with clients, subcontractors, and project teams. Known throughout Cely Construction for his positive attitude and ever-present smile, Kyle approaches every project with enthusiasm, professionalism, and a solutions-oriented mindset. Outside of work, he enjoys spending time with his wife, Diane, and their Husky, Koda. He also loves cooking, camping,  music, and making the most of time with family and friends.

 

Patricia “Patty” Dobson Martin

Comptroller and Accounts Payable

With nearly three decades at Cely Construction and more than 40 years of experience in financial administration, and business operations, Patty Martin serves as the company’s Comptroller and is one of the cornerstones of Cely Construction’s continued success. Since joining the company in 1997, Patty has overseen every aspect of the company’s financial operations, including accounts payable, accounts receivable, payroll, employee benefits, workers’ compensation, insurance administration, payroll taxes, year-end financial reporting, etc. Her exceptional attention to detail, integrity, and commitment to perfection ensure that the financial foundation of the company remains as strong as the buildings Cely constructs.

Before joining Cely Construction, Patty built an extensive administrative and accounting career with McMillan Associates Architects and Consultants, where she managed the office and contract documentation for more than 15 years. This background in both architecture and construction administration has provided her with a comprehensive understanding of the construction industry and the financial systems required to support successful projects.

Known throughout the office as the person everyone turns to for guidance and support, Patty has a nurturing spirit that makes colleagues and clients feel welcomed, cared for, and valued. Her remarkable patience, unwavering professionalism, and meticulous attention to detail set the standard for excellence. Her dependable presence has made her an indispensable part of the Cely family. She is someone her coworkers deeply respect, look up to, and rely on every day. Outside of work, Patty is a devoted wife, mother of two and a proud grandmother to two new grandchildren. She is a true woman of God whose faith shapes every aspect of her life. Through her faithful heart, quiet wisdom, and genuine care for others, she has become a trusted mentor to those around her. Patty’s character, leadership, and unwavering dedication are a blessing to everyone who knows her, and the Cely Construction family simply would not be the same without her.

 


“Joanne” Wynette Freeman

Joanne Freeman is an integral part of the Cely Construction team. Serving as the company’s Lead Administrator, Joanne is often the friendly voice you hear when calling Cely Construction. Since joining the company in 2009, she has been the backbone of many of the company’s daily operations. Joanne’s extensive administrative background spans multiple industries and leadership roles including marketing. Prior to joining Cely Construction, she served as a paraprofessional with Greenville County Schools, where she worked closely with children with special needs, demonstrating the compassion and servant’s heart that continue to define her today. Her late husband owned JMF Grading where she and her son both worked. There, she managed the company’s accounting and payroll functions, and previously served as Regional Manager for Cherry Hill Photo. Her attention to detail, skills, can-do attitude and commitment to serving both clients and coworkers make her an invaluable member of the Cely team.

Outside of her role at Cely Construction, Joanne is also the owner of a successful woman-owned commercial cleaning company, further reflecting her entrepreneurial spirit and strong work ethic. Above all, Joanne is a woman of unwavering faith whose trust in the Lord guides every aspect of her life. In addition to raising her own 3 children, she has opened her heart and home to multiple adopted children, spending each day striving to make the world a better place through compassion, service, and love. She is a mentor to those around her, leading by example with humility, kindness, and encouragement. Joanne’s servant-hearted leadership, genuine care for others, and steadfast faith leave a lasting impact on everyone she meets.
